Protect, safeguard and enhance the image of the Regional Councils. Act on behalf of its members in matters affecting the common interests of the Regional Councils. Liaise between the Central Government, the Association of Local Authorities and the Regional Councils in Namibia in all matters of common interest. Strengthen and back up the activities of the National Council as provided for in Article 74 (1) (c) of the Constitution of the Republic of Namibia. Promote the status and further strengthen the Regional Councils, in conformity with the Namibian constitutional guidelines. Promote and encourage the principals of continental and international cooperation and comparative studies of Regional governments for the mutual benefit of its members and the Republic of Namibia at large. Strive for and promote democratic values in mass participation of the broad masses of the population and tolerance of our various cultural and traditional heritages.
